<strong>Nécessité d'un ordre du jour radical pour réaliser la justice dans la lutte climatique</strong>

<br />Des membres de « Justice Climatique maintenant ! » ─ alliance mondiale de plus de 160 organisations ─ sont à Poznań depuis deux semaines pour suivre de près les développements des négociations des Nations Unies sur le climat.
<br />Cette déclaration représente notre point de vue sur la Conférence des Parties n°14 et présente nos principes pour réaliser la justice en matière de climat.

<h2>L'urgence de la justice dans la lutte pour le climat</h2>
<p><br />
<br />Nous ne pourrons pas stopper les changements climatiques si nous ne changeons pas l'économie néolibérale et axée sur les corporations qui nous empêche de réaliser des sociétés viables. Il faut mettre fin au processus de globalisation par les grandes entreprises.
<br />La responsabilité historique pour la grande majorité des émissions de gaz à effet de serre incombe aux pays industrialisés du Nord. Bien que la responsabilité première du Nord à réduire ses émissions ait été reconnue par la Convention, ses habitudes en matière de production et de consommation continuent à menacer la survie de l'humanité et la biodiversité. Il est urgent que le Nord passe rapidement à une économie de faible production de carbone. Dans le même temps, afin d'éviter de suivre ce modèle dangereux d'industrialisation à fortes émissions de carbone, le Sud a droit à des ressources et des technologies pour faire la transition.
<br /> Nous pensons que toute « vision partagée » pour faire face à la crise climatique doit commencer par la justice en matière de climat et une remise en question fondamentale du modèle de développement dominant.</p> <p>Les Peuples Indigènes, les communautés de paysans et de pêcheurs, et spécialement les femmes de ces communautés, vivent en harmonie avec la Planète et sur un mode durable, depuis des millénaires. Ils ne sont pas seulement les plus affectés par le changement climatique, mais aussi par les fausses solutions proposées, comme les agro-carburants, les méga-barrages, la modification génétique, les plantations d'arbres et les systèmes de compensations de carbone. En lieu et place des programmes inspirés par les marchés, leurs pratiques durables devraient être vues comme offrant les vraies solutions au changement climatique.

<h2>L'UNFCCC EN CRISE</h2>
<p><br />
Les gouvernements et les institutions internationales doivent reconnaître que les mécanismes de Kyoto n'ont pas réussi à réduire les émissions de gaz à effet de serre.
<br />
<br />Les principes de la Convention structurelle des Nations Unies sur le changement climatique (UNFCCC) – responsabilités communes mais différenciées, équité intergénérationnelle, et pollueur-payeur ─ ont été sabordés en faveurs des mécanismes du marché. Les trois principaux piliers de l'accord de Kyoto : le mécanisme de développement propre, la mise en œuvre conjointe et programmes d'échanges des émissions ─ ont été complètement inefficaces d ans la réduction des émissions et cependant restent au centre des négociations.
<br />
<br /> Kyoto est basé sur des mécanismes d'échange de carbone qui permettent aux pays du Nord de continuer comme si de rien n'était en finançant des projets de « développement propre » dans des pays en développement ou en transition. C'est un programme conçu délibérément pour permettre aux pollueurs de ne pas réduire leurs émissions chez eux. Les projets de mécanismes de développement propre, qui sont censés soutenir le « développement durable » incluent des projets d'infrastructure tels que de grands barrages, des centrales au charbon et des plantations d'arbres en monoculture. Non seulement ces projets ne réussissent pas à réduire les émissions de carbone, mais elles accélèrent la privatisation et la mainmise du monde naturel par les grandes entreprises au détriment des communautés locales et des Peuples Indigènes.

<br /> Les propositions mises sur la table à Poznan vont dans la même direction.
<br /> Dans les négociations actuelles, les pays industrialisés continuent à baser leurs actions sur leur propre intérêt, mettant en œuvre toutes leurs tactiques de négociation pour échapper à leur obligation de réduire les émissions de carbone, de financer les adaptations et les compromis et de transférer des technologies vers le Sud.
<br />Dans leur poursuite de la croissance à tout prix, de nombreux gouvernements du sud participant aux pourparlers sacrifient les droits de leurs peuples et leurs ressources. Nous leur rappelons qu'un accord sur le climat n'est pas un accord commercial.
<br />
<br /> Les principaux protagonistes de la stabilité climatique ─ les Peuples Indigènes, les femmes, les familles de paysans et d'agriculteurs, les communautés de pêcheurs, les communautés vivant de la forêt, les jeunes et les communautés marginalisées et défavorisées dans le Sud et le Nord du monde, sont systématiquement exclus. Malgré des demandes répétées, les Peuples Indigènes ne sont pas reconnus comme partie officielle aux négociations. La voix des femmes et les considérations relatives à leur situation ne sont pas non plus reconnues et inclues dans le processus.
<br />
<br />En même temps, les investisseurs privés planent au-dessus des discussions comme des vautours, fondant sur toute opportunité de créer de nouveaux profits. Les groupes de pressions industriels et financiers ont étendu leur influence et monopolisé l'espace de conférence à Pozna'n. Il y avait au moins 1500 représentants de lobbies à Pozna'n, soit comme OGN ou membres de délégations gouvernementales.
<br />
<br />Le programme de Réduction des Émissions Provenant de la Déforestation et de la Dégradation des Forêts (REDD) pourrait créer la plus importante échappatoire jamais fournie au régime climatique, offrant aux pollueurs du Nord une opportunité de plus pour acheter des exemptions à l'obligation de réduire les émissions. En ne mentionnant pas la biodiversité ou les droits des Peuples Indigènes, ce programme pourrait inciter très fortement certains pays à brader leurs forêts et expulser les communautés Indigènes et paysannes et transformer les forêts en plantations arboricoles sous contrôle de grandes entreprises. Les plantations ne sont pas des forêts. La privatisation et l'expropriation par le truchement de REDD ou de tout autre mécanisme doivent être stoppées.
<br />
<br />La Banque Mondiale est en train d'essayer de se faire une place dans le régime international du changement climatique. Ceci est inacceptable dans la mesure où la Banque continue de financer des industries polluantes et de pousser à la déforestation par la promotion de l'exploitation industrielle du bois et des agro-combustibles. Le Fonds d'Investissement pour le Climat, récemment lancé par la Banque, va à l'encontre des initiatives gouvernementales aux Nations Unies et encourage des industries sales, comme le charbon, tout en forçant les pays en développement à entrer dans une relation fondamentalement inégale d'assisté face à un donneur d'aide. Le système de partenariat carbone-forêt de la Banque Mondiale ayant pour but de financer REDD à travers un, mécanisme carbone-forêt sert les intérêts de compagnies privées et conduit à ce que les forêts deviennent traitées comme des denrées.
<br />
<br />De tels développements étaient à prévoir. L'idéologie de marché a totalement infiltré les négociations sur le climat et les négociations de l'UNFCCC sont maintenant des foires commerciales colportant des opportunités commerciales.

<br /></p>
<h2>LES VRAIES SOLUTIONS</h2>
<p><br />
Les solutions à la crise climatique ne viendront pas des pays industriels et des grosses entreprises. Les solutions efficaces et pérennes viendront de ceux qui ont protégé l'environnement ─ les Peuples Indigènes, les femmes, les familles de paysans et d'agriculteurs, les communautés de pêcheurs, les communautés vivant de la forêt, les jeunes et les communautés marginalisées et défavorisées dans le Sud et le Nord du monde. Ces solutions comprennent :
<br /></p>
<ul>
<li>Réaliser des économies à bas niveau de carbone sans avoir recours aux compensations et à de fausses solutions telles que l'énergie nucléaire et le « charbon propre », tout en protégeant les droits de ceux qui sont affectés par la transition, en particulier les travailleurs.</li>
<li>Ne pas extraire les carburants fossiles.</li>
<li>Mettre en œuvre la souveraineté alimentaire et énergétique des peuples.</li>
<li>Garantir le contrôle des ressources naturelles par les communautés.</li>
<li>Relocaliser la production et la consommation. Donner la priorité aux marchés locaux.</li>
<li>Pleine reconnaissance des droits des Peuples Indigènes, et des communautés paysannes et locales.</li>
<li>Énergie propre et renouvelable contrôlée démocratiquement.</li>
<li>Conservation des ressources basée sur les droits qui applique les droits territoriaux des indigènes et promeut la souveraineté des peuples et la propriété publique de l'énergie, des forêts, des semences, de la terre et de l'eau.</li>
<li>Mettre fin à la déforestation et à ses causes sous-jacentes.</li>
<li>Mettre fin aux excès de consommation des élites dans le Nord comme dans le Sud.</li>
<li>Investissements massifs dans les transports publics.</li>
<li>Assurer l'égalité des sexes en reconnaissant les injustices existantes et en impliquant les femmes dans les processus de décision.</li>
<li>Annuler les dettes illégitimes revendiquées par las gouvernements du Nord et les IFI. Le caractère illégitime de ces dettes est souligné par les dettes historiques, sociales et écologiques beaucoup plus importantes du Nord envers le Sud.</li>
</ul>
<p><br />
Nous nous trouvons à la croisée des chemins. Nous demandons un changement radical de direction pour mettre la justice et les droits des peuples au centre de ces négociations sur le climat.
<br />Dans la période que précède la Conférence des Parties n°15 de 2009 à Copenhague, et au-delà, l'alliance « Justice climatique maintenant ! » continuera à suivre de près les gouvernements et à mobiliser les forces sociales du Sud et du Nord pour obtenir justice dans la lutte climatique.

La conférence des Nations-unies sur le climat s'est achevée à Poznan vendredi soir sans qu'aucunes décisions importantes de réduction des gaz à effet de serre ne soient prises. Al Gore est intervenu dans l'après midi devant une foule compacte. Le prix Nobel de la Paix a rappelé à la fois le tournant que doit prendre l'humanité, et les engagements d'Obama. La lutte contre le changement climatique est un engagement moral et spirituel.<br />
Nos enfants ont droit à un futur vivable. C'est le devenir de notre civilisation qui est dans la balance. Les personnes politiques ont les cartes en mains et ne font rien. Il est tant que les chefs de gouvernements s'investissent à insister Al Gore.
<br />
<br />
La crise financière doit être une chance à saisir pour développer une nouvelle économie tournée vers les énergies renouvelables et l'efficacité énergétique, des milliers d'emplois peuvent être créés. Il est dur de démarrer le mouvement, pour les États-Unis comme pour les autres pays, mais une fois la décision prise, il sera possible d'atteindre le seuil symbolique des « 350 ppm ».<br />
C'est la concentration de CO2 dans l'atmosphère qui garantira la continuité des écosystèmes. Nous l'avons déjà dépassé, et notre mode de vie actuel risque de nous emmener à plus de 450 ppm.<br />
Le doute peut nous habiter, mais il faut s'inspirer des luttes de Gandhi ou de Martin Luther King. Il faut répandre le message à tous les niveaux. Al Gore a salué les actions des associations qui ont permis de bloquer la construction de nouvelle centrale thermique au charbon. Obama lui a également confirmé son engagement pour participer aux négociations internationales.<br />
Rendez-vous est pris pour l'année prochaine à Copenhague.

Conseil de la semaine.<br />
Pour les fêtes de fin d'année, limitez vos plats de viande. La production de protéine animale nécessite la production de plusieurs dizaines de protéines végétales, le bilan énergétique n'est pas très efficace.

Thank you very much. Thank you. Thank you very much for that warm welcome. And Yvo de Boer, thank you very much for your very generous introduction. And thank you for your leadership and tireless efforts in combating this crisis. Thank you so much. To all of the ministers, delegates, members of the NGO community, scientists, especially members of the IPCC who are gathered here, to my good friend who has shown such leadership and courage Wangari Maathai who is also here somewhere, and to all of the distinguished guests, this is an unusual moment during this long journey that began 16 years ago in Rio de Janeiro. To all of you who have worked here in Poznan and to the many of you who have worked at conferences throughout this process, thank you for your extraordinary efforts and for your remarkable achievements.
<br />
<br />
We, the human species, have arrived at a moment of fateful decision. It is unprecedented and in some ways even laughable to imagine that we could actually make a conscious choice as a species. But that is nevertheless the challenge that now faces us because our home, Earth, is in danger. What is at risk of being destroyed is of course not the planet itself but the conditions that have made it hospitable for human beings I will not dwell on the science but I want to state a few facts if only to underscore the urgency of our task. We are, after all, in a process of negotiation with one another around the world but it's important to remind ourselves that we cannot negotiate with the facts. We cannot negotiate with the truth about our situation. We cannot negotiate with the consequences of unrestrained dumping of 70 million tons of global warming pollution into the thin shelf atmosphere surrounding our planet every 24 hours. Scientists have for several years now warned us that we are moving dangerously close to several so-called tipping points that could within less than 10 years make it impossible to avoid irretrievable damage to the planet's habitability for human civilization unless we act quickly.

As many of you here know full well, in virtually all of the mountain ranges of this planet, the glaciers are now melting rapidly in the Alps in the Andes in the Rockies and most ominously in the Himalayas which contain number 100 times as much ice and snow of all of the mountains here in Europe.
<br />
<br />
The leading Chinese scientist who studies ice, professor Yao Tandong calls the Tibetan plateau the water tower of Asia. As you know it feeds the great rivers of Asia, the Indus, the Ganges, the Brahmaputra, the Salween and the Irawati, the Mekong, the Yangtze and the Yellow. 1.4 billion people depend for more than half of their drinking water on the rivers and spring systems that flow from the ice of the Tibetan plateau which is now melting at an alarming rate. Because the climate crisis has also increased the rate of soil moisture evaporation around the world and concentrated rainfall in shorter periods of time, shifting the seasons during which it falls, there is increased desertification and longer droughts, increasing stress on all of the people who live in the dry land regions of our world. Many shallow lakes, including prominently lake Chad, have disappeared. The Great Lakes of Africa are undergoing dramatic change, the Great Lakes of North America are losing their ice cover, and the water level is dropping dramatically. Last year 2000 scientists gathered at the food and agriculture organization in Rome to discuss their fear of an impending crisis in the Mediterranean as it becomes saltier and as warmer water reaches its depths, threatening in the future to turn it into a stagnant sea if this process continues. The dumping of 25 million tons of CO2 into the oceans of the world every day, and the increasing acidification of the ocean water along with rising temperature is putting stress on the ocean Fisheries throughout our planet. And as you know, the warming ocean waters are also causing stronger typhoons and cyclones and hurricanes. Typhoon Saomai was the strongest to hit China in more than 50 years, two of the three strongest histories in history hit south Asia within the last 3 years, one of them killing 20,000 people in Myanmar. We have had such strong storms in North America as well, and in South America where Brazil had the first hurricane in recorded history. Massive flooding has resulted at record rates on every continent. Last year more than a dozen countries in Africa suffered the consequences of such flooding. Last year Mexico had record flooding. We have seen comparable events in Europe and throughout the world. Heat waves continue. Two winters ago was the hottest winter in the history of recorded atmospheric measurements. 20 of the 21 hottest years in recorded history have occurred in the last 25 years. The university of Tel Aviv recently published a new study predicting that with each 1 degree increase in temperature there is a 10 percent increase in lightning, along with man-made causes, we are now seeing record fires as dryer soils and dryer vegetation leads to spreading fires in Greece, for example last year and in many other countries as well. The extinction crisis is tearing at the fabric of the web of life, and the scientific consensus that we must take action was strengthened by the IPCC yet again earlier this year. So the science is clear, and we are faced with a sharp contrast between two notional rates of change, first, the rate at which we are approaching a point of no return in terms of systems collapse, and second, the slower rate at which we have been addressing the problem of how to reduce the emissions that are causing this crisis. We are moving up against a physical standard that doesn't give credit for a good try. We will succeed or we will fail. At every time of great challenge, we as human beings first of all must resolve a struggle in our own hearts between hope and fear. That struggle is palpable here during this meeting at Poznan. The causes for fear, pessimism, discouragement and doubt have been discussed in whispered conversations among the delegates here. The global recession, we are told, makes the task of solving the climate crisis more difficult. The businesses lobbies in the developed nations we are told have too much power and may divert leaders from their obligation to safeguard our future. The prices for oil -- the prices for oil and coal have, in a cyclical and destructive pattern, once again risen to new highs in the first half of this year, contributing to the causes of the economic downturn, only then to once again plummet to levels that threaten to discourage investments necessary to develop renewable sources of energy and effective measures to improve conservation and efficiency. We are also told that even though people throughout the world are more aware of the unprecedented threat posed by the climate crisis, many still seem not to feel the appropriate sense of urgency that should cause them to demand the emergency measures that the scientists have so clearly told us governments must take as quickly as possible. The gap between rich and poor as we are all aware is not being closed with sufficient speed to build the unity of purpose so desperately needed as a basis for supporting global action. These are all causes for doubt, for fear, for pessimism. But in spite of these fears and doubts, you have continued your work and have continued to make steady progress in resolving many issues that once seemed intractable. Thank you. And even though the steps that you have taken and that have been taken by nations around the world sometimes seem small and even though the progress seems painfully slow, it is worth taking stock and recognizing that this great enterprise that began 16 years ago has now taken us to a vantage point from which we can see the basis for success because in spite of the remaining obstacles and difficulties, I believe that the causes for hope and optimism are greater than the causes for doubt and discouragement, and I believe the road to Copenhagen is now clear.

Let me outline for you the basis for the hope and optimism that I feel in my heart. In the midst of this synchronized global recession, there is an emerging consensus throughout the world that the best, indeed the only way to effectively combat the recession is with a synchronized global stimulus and in nation after nation, leaders have concluded that they must design a green stimulus and build the infrastructure for renewable sources of energy and put people to work retro-fitting homes and buildings with CO2 reducing insulation and windows and lighting and more efficient technologies. China, a second cause for hope, China once seem by many as a looming obstacle to the world's effort to reduce CO2 emissions has itself announced a green stimulus of $600 billion over the next 2 years. Chinese leaders are mobilizing a national effort to introduce CO2 reduction initiatives and have already begun the largest tree planting program the world has ever seen. And in contrast to it 2 years ago, no one at this conference has said China is standing in the way of progress. China is ready to join in leading the world toward a solution for this crisis. Much more needs to be done, of course. Much more needs to be done even in countries that have in the last few years provided leadership. The struggle between hope and fear is taking place even today here in Europe. And yet we hear the reports that leaders once resistant to fiscal stimulus are now calling for massive new initiatives to create jobs in ways that also reduce CO2 and the Secretary general of the United Nations who has provided such tremendous leadership for the world in this process has himself called for what he terms a green new deal in the world.

Developing countries that were once reluctant to join in the first phases of a global response to the climate crisis have themselves now become leaders in demanding action and in taking bold steps on their own initiative. Just last week Brazil proposed an impressive new plan to halt the destructive deforestation in that nation.
<br />
<br />
Thanks to your efforts in Bali and in the continuing discussions, we now know how to integrate the protection of forests in a global agreement that also sharply reduces industrial sources of global warming pollution. Yes, much more work needs to be done, but you have created the basis for integrating the different kinds of solutions that must come together to solve this crisis. Another source of optimism, scientists and engineers and entrepreneurs in every part of the world have been busy and productive in developing exciting new ex-technologies that will dramatically improve our ability to create renewable energy, they are creating the basis for increasing living standards while simultaneously reducing pollution. In my country there have also been promising and optimistic changes. State governments, including the State of California, our largest state, have shown leadership by passing binding laws requiring the mandatory reduction of CO2. 884 U.S. cities have now embraced the principles of the Kyoto protocol without waiting for the Federal Government to act. The United States -- dozens of proposed coal firing generating plants have in the last 2 years been cancelled because of grassroots opposition and public pressure to adopt renewable sources of energy.

The United States Supreme Court, which I must tell you in my opinion does not always reach the right conclusion, decided earlier this year in a ruling that the U.S. Environmental Protection Agency is required by law to regulate CO2 emissions. No new coal fired generating plant can be approved without a decision by the U.S. Environmental Protection Agency.

1 year ago this week in Bali at another extraordinary moment during this process, I asked you to anticipate the possibility that there would be significant changes in the approach of the U.S. national government to the climate crisis because of our oncoming elections.
<br />
<br />
Just prior to coming here to Poznan, I went to Chicago for a meeting with president-elect Barack Obama and he emphasized that the climate crisis will be a top priority of his administration. We discussed how to create millions of new jobs in a new clean energy economy, and he emphasized that once he is president, the United States will once again engage vigorously in these negotiations and help lead toward a successful conclusion.

<br />
I would like to read to you some of the public statements that president-elect Barack Obama has made since the election. He said, “…the time for delay is over. The time for denial is over. We all believe what the scientists have been telling us for years now, that this is a matter of urgency and national security and it has to be dealt with in a serious way. That's what I intend my administration to do.”
<br />
<br />
He said in another statement, “The science is beyond dispute. The facts are clear…. Washington has failed to show leadership. That will change when I take office. My presidency will mark a new chapter in America's leadership on climate change… That will start with a Federal cap and trade system... It will not only help us bring about a clean energy future saving our planet, it will also help us transform our industries and steer our country out of this economic crisis….Solving this problem will require all of us working together….Once I take office, you can be sure that the United States will once again engage vigorously in these negotiations and help lead the world toward a new era of global cooperation on climate change.”

<br />
Don't discount these words. Will there be difficulties? Of course. Not only in my country but in every country. You know that better than most. Mahatma Gandhi, one of the most inspirational leaders in the history of the world said halfway through the last century that the most powerful force in global politics is what he called "satyagraha" which I am told translates into my language roughly as "truth force". The reason why you have been able to continue moving forward is because you understand the truth about the crisis that we face.
<br />
<br />
One of Mahatma Gandhi's -- one of those inspired by Mahatma Gandhi, Dr. Martin Luther King Jr. once said in discussing human rights, injustice anywhere is a threat to justice everywhere. In that very same way, we now face a crisis that makes it abundantly clear that increased CO2 emissions anywhere are a threat to the integrity of this planet's climate balance everywhere. As a result, the old divide between north and south, between developed countries and developing countries is a divide that must become obsolete. We must link poverty reduction with the sharp reduction of CO2 emissions, including reduced emissions from deforestation with reform of the clean development mechanism and adequate funding for adaptation that is essential and must be financed even though obviously mitigation and prevention are the primary task because without them adaptation would ultimately prove to be impossible.

<br />
We hear a lot also about capacity building. A phrase that is almost exclusively used with respect to the developing countries and indeed capacity building is important there. But I want to talk about the need for capacity building in the developed countries as well. The political systems in the developed world have become sclerotic. We have to overcome the paralysis that has prevented us from acting and focused unblinkingly on this crisis as opposed to spending so much time on OJ Simpson and Paris Hilton and Anna Nicole Smith. In this struggle between our hopes for success and the doubts that constantly complicate this task, we have to call upon the people of the world to speak up more forcefully, to put their weight in the balance of the scales that are measured by world leaders. The truth is that the goals we are reaching toward are incredibly difficult, and even a goal of 450 parts per million, which seems so difficult today, is inadequate. We will soon need to toughen that goal to 350 parts per million. We understand that. But we have to understand as delegates in this process understand all too clearly the difference between stating the goal and reaching the goal. As governments come to grips with the very difficult work that has to be performed in order to reach even a goal of 450 parts per million, the task can seem very daunting. But for those of us who do understand that the goal should be tougher still, let us remember that the early steps in a process of reaching a goal of 450 parts per million and a process to reach 350 parts per million, the early steps are very similar, and we know from experience that once the process of change begins, once the momentum shifts, once the decisions are arrived at, then the task often becomes easier in the doing. As we start making these changes, we will see that they do strengthen our economies, they do create millions of new jobs, and they do improve the standard of living. To those who are fearful - to those who are fearful that it is too difficult to conclude this process with a new treaty by the deadline that has been established for 1 year from now in Copenhagen, I say it can be done. It must be done. Let's finish this process at Copenhagen. Don't take the pressure off. Let's make sure that we succeed. Because ultimately this really is not a political issue. It is of course a moral issue, and even a spiritual issue, however you understand that word. And our different traditions lead us to different ways of describing a spiritual challenge. But this one affects the survival of human civilization. It is simply put, a question of right versus wrong, and we have to bring to bear that truth force and that moral courage necessary to do what is sometimes seen as impossible. Very simply put, it is wrong for this generation to destroy the habitability of our planet and ruin the prospects of every future generation. That realization - that realization must carry us forward. Our children have a right to hold us to a higher standard when the future of all human civilization is hanging in the balance. They deserve better, and politicians who sit on their hands and do nothing to confront the greatest challenge humankind has ever faced. This crisis does offer us the chance to experience what few generations have had the privilege of experiencing, a generational mission, a compelling moral purpose, a shared cause and the opportunity to put aside the pettiness and conflict of politics and narrower concerns to embrace a genuine moral generational mission. I believe that it is time between now and the gathering in Copenhagen 1 year from now for heads of state to become personally involved in meeting several times between Poznan and Copenhagen. I don't think that they can stay disengaged from this process any longer.

I am very optimistic about the leadership of the new Danish chair that will preside over the meeting in Copenhagen, and even though I do not have the opportunity to speak formally for the people of my country, I would like to relay to you a message that I heard from the people of the United States of America this year, that I think is very relevant to the task the world is facing over this next year. <h3>Les états sont-ils d'accord pour limiter le réchauffement de la planète, et à quel niveau ? (où va-t-on)</h3>
<p>Depuis 2005, l'Union Européenne et les ONG considèrent qu'il faut limiter le réchauffement de la planète à 2°C. Nous sommes aujourd'hui à +0,74°C. Pour cela, selon les experts du GIEC, il faudrait diviser par 2 les émissions mondiales d'ici 2050, et réduire de 25 à 40% les émissions des pays industrialisés d'ici 2020. Le protocole de Kyoto prévoit lui une réduction de 5% d'ici 2012.</p>
<ul>
<li>Pour l'instant, il n'y a pas d'accord sur ce point. Seul l'Union Européenne, la Norvège les pays Africains et l'Afrique du Sud soutiennent cet objectif. Des pays comme la Chine et les Etats Unis se renvoient la balle, et refusent pour l'instant de s'engager. Pour arriver à limiter le réchauffement climatique à 2°C, il faudra que des pays comme la Chine et le Brésil réduisent eux aussi leurs émissions.</li>
</ul>

<h3>Les états sont ils d'accord pour réduire leurs émissions de Gaz à effet de serre ? (comment y va-t-on)</h3>
<p>Pour l'instant, il n'y a pas d'accord. Un des gros progrès de Bali a été de dire que l'ensemble des pays (industrialisés et en développement) aller s'unir pour réduire les émissions. Les pays industrialisés devront continuer à montrer l'exemple et mener des actions ambitieuses, pendant que les pays en développement pourront réduire leurs émissions à condition que les pays industrialisés les soutiennent avec des financements et des transferts de technologies.</p>
<ul>
<li>Pour l'instant, il n'y a pas d'accord sur ce point. Les pays industrialisés sont réticent à proposer des financements pour les pays du Sud. C'est une des grosses attentes de Poznan. Les pays en développement attendent que l'on lance un grand plan de financement pour les aider à développer un autre modèle économique, qui ne reproduise pas les erreurs des pays industrialisés, afin notamment d'être moins dépendant des énergies fossiles.</li>
</ul>

<h3>Va-t-on enfin lutter contre la déforestation ?</h3>
<p>A Bali, la communauté internationale a décidé de mettre en place des projets pilotes, pour enrayer la déforestation. Un accord plus important interviendra à Copenhague en 2009. Les discussions de Poznan doivent permettre d'avancer sur deux points :</p>
<ul>
<li>Trouver des financements pour lutter contre la déforestation : l'Union Européenne devrait faire des propositions dans ce sens. Il est important que l'on ait des financements stables et de long terme. Pour l'instant, les pays du Nord souhaitent pouvoir "compenser" une partie de leurs émissions en finançant la protection des forêts. Au lieu de demander à leurs industriels et citoyens de réduire leurs émissions, ceux-ci pourraient financer la protection des forêts à la place. Nous sommes assez opposés à cette idée, parce qu'il est important que nous réduisons fortement nos émissions, afin d'être moins dépendant du pétrole.</li>
<li>Apporter des garanties à la protection de la biodiversité et des peuples autochtones et communautés locales : Il est important de ne pas se concentrer uniquement sur le carbone, mais aussi de bien comprendre qu'il y a des gens qui vivent dans les forêts, ainsi qu'un important réservoir de biodiversité. On attend à Poznan des décisions dans ce sens, même si cela n'est pas gagné.</li>

<h3>Quel est le lien entre le paquet climat énergie de l'Union Européenne et Poznan ?</h3>
<p>Le paquet climat énergie constitue la politique européenne de lutte contre le changement climatique d'ici 2020. Il prévoit de réduire les émissions de GES de 20%, d'augmenter la part des énergies renouvelables à 20%, et de réduire les consommations d'énergie de 20%. Ce sont les objectifs des"3 fois 20 en 2020". Pour l'instant, les négociations sont bloquées, principalement parce que les Etats refusent de prendre des engagements en raison de la crise financière.</p>
<ul>
<li>Il est important que l'UE trouve un accord sur le paquet climat énergie pour montrer l'exemple, et offrir des garanties aux pays en développement. Il est clair que les USA mettront aussi des politiques assez proches avec Obama dès Janvier. Si l'Europe, qui dit qu'il faut limiter le réchauffement à 2°C n'est pas capable de réduire ses émissions, alors les pays en développement en la prendront pas au sérieux, comme le rappelle le prix Nobel de la paix Pachauri.</li>
<li>En parallèle l'Union Européenne et la France doivent annoncer des financements conséquents pour la solidarité avec les pays du Sud, pour lutter contre la déforestation, financer un développement sobre en Carbone, et s'adapter au changement climatique. Certaines propositions du Paquet Climat Energie vont dans ce sens, mais n'ont pas le vent en poupe actuellement.</li>

La 14ème conférence des parties de la <a href="http://unfccc.int/portal_francophone/items/3072.php">Convention-Cadre des Nations Unies sur les changements climatiques</a> (UNFCCC en anglais) aura lieu à Poznan, en Pologne, du 1er au 12 décembre 2008.<br />
L'UNFCC est en charge d'animer le protocole de Kyoto. Cette conférence des parties est la plus importante réunion de l'UNFCC car elle prend les décisions.

Je suis à Poznan, Pologne. Nous sommes en hiver et la ville sent le charbon : c’est l’une des seules sources d’énergie pour le chauffage. Je participe à la COP14 dans le cadre de l’UNFCCC. Vous êtes perdu ? Vous n’êtes pas les seuls. La 14ème conférence des parties est une réunion de la convention cadre des Nations-Unies sur le changement climatique. C’est là que les pays se retrouvent une fois par an pour discuter de l’application du protocole de Kyoto pour réduire les émissions de gaz à effet de serre.<br />

Chose rare dans ce type de réunions internationales, certaines négociations sont ouvertes aux organisations non gouvernementales (les associations). Plus de 10 000 personnes participent donc à l’évènement au sein d’un complexe de 6 bâtiments sur plusieurs niveaux, reliés entre eux par des galeries remplies de dessins d’enfants du monde entier. L’anglais est omniprésent, plus ou moins teintés des accents du monde entier.<br />

Du 1er au 12 décembre, des dizaines de réunions ont lieu. Certaines sont liés à la discussion pour adopter un programme de travail jusqu’à la prochaine réunion annuelle, où chaque mots et signes de ponctuation sont amendés. D’autres réunions de préparation réunissent les groupes de pays. Celui des états iliens est particulier : malgré le faible poids de sa population, il arrive à faire entendre sa voix. Ce sont les premiers pays qui seront rayés de la carte à cause de la hausse du niveau de la mer. <br />

Les associations effectuent un travail de lobbying en réseau. Un pays s’oppose à un type de projet ? Le réseau repère la personne clés de la délégation de ce pays, trouve un associatif expert dans le domaine ciblés, et organise une rencontre dans un couloir ou lors d’une réunion de travail. <strong>Quelques mots pour présenter la Centrafrique et Bangui</strong><br />
Comme son nom l’indique, la <a href="http://fr.wikipedia.org/wiki/R%C3%A9publique_centrafricaine">Centrafrique</a> est un petit pays d’Afrique Centrale mais quand même plus grand que la France en terme de superficie. Colonie française, ce pays est « indépendant ! » vers les années 60 mais vit au rythme des coups de force depuis lors. Il dispose de richesses naturelles mais inexploitées pour l’instant. On compte environ 4 millions d’habitants depuis 2003.
<a href="http://fr.wikipedia.org/wiki/Bangui">Bangui</a>, la capitale est coincée au nord-est par les collines de Bas-oubangui et au sud par la rivière Oubangui. Plus attrayante qu’avant, cette capitale renaît de ses cendres après plusieurs années tumultueuses.

<strong>Est-ce que des chercheurs centrafricains ou africains participent aux travaux du GIEC ? Si oui, quelle est leur participation ?</strong><br />
Non plutôt de temps en temps aux travaux des COP dans le cadre de la CCNUCC.<br />
Oui, j’en connais. Ils participent de temps en temps aux travaux des COP dans le cadre de la CCNUCC.. Mais le problème est que ceux – ci ne rendent pas compte à nous qui sommes restés au pays des décisions ou des points débattus au cours de ces assises. C’est regrettable !<br />
Pour l’instant, ce qui est prévu dans la Convention Cadre des NU pour les CC est en partie réalisé. La première Communication Nationale Initiale, le PANA ont été réalisés même si beaucoup restent à faire. Je pense qu’il n’y pas très longtemps que l’atelier sur le lancement de la deuxième Communication Nationale a été lancé. Tout ceci constitue des devoirs à accomplir par chaque pays en vue d’apporter sa modeste contribution à cette lutte.

<strong>Quel est la position de la Centrafrique dans les négociations du protocole de Kyoto ?</strong> <br />
Sa position n’est pas différente des pays en voie de développement. Généralement, ces pays ne font que suivre les lignes directives tracées par la métropole. C’est plutôt un suivisme qu’une prise de position claire à mon avis, car on ne pèse pas trop politiquement sur les négociations. D’ailleurs, le pays ne s’est empressé de signer et à ratifier le protocole ?

<strong>Quels sont les moyens pour un état africain comme la Centrafrique pour participer à des négociations internationales sur le CC ?</strong>
Difficile à répondre ! Ce que je connais, est que à chaque réunion, il y a un ou deux compatriotes qui prennent part à ces réunions mais en dehors, parler des moyens, je n’en vois aucun.
